Revert "ARM: dts: msm: Add control for minimum bus vote"

This reverts commit 5e37219696a1fa4d6ecb813cceeca6ab93cf7fbe.
The property "qcom,enable-minimum-voting" is being deprecated
in favour of a more complete solution.
