msm: adsp: Migrate to SMP2P framework from SMSM mechanism

The new SMSM Point-to-Point (SMP2P) framework allows point to
point communication of state information between subsystems.

Use this framework to indicate apps of fatal error on adsp and
also use it to propagate force stop notification from Apps to adsp.
