usb: bam: mechanism for sys2bam for UL

Provide a mechanism to sidestep the default bam2bam connection
between the USB and IPA cores for UL. This mechanism uses a
sys2bam approach instead. The UL packets are put back in the
IPA BAM using dedicated API.
