power: qpnp-smbcharger: use strict OTG checks

Currently there is a hardware bug that incorrectly detects a normal USB
as OTG due to the fuel gauge doing a faulty VADC conversion. This can
cause USB to go into host mode and stop functioning on the affected
PMICs.

As a work around, check that the usbin_uv real time status is set before
declaring a USB connection is an OTG connection.
