msm: thermal: Fix KTM to handle deferred init case

Multiple threshold init calls return failure in
KTM and disables some features during
deferred kernel init.

Modify KTM not to return error, when the
re-initialization of thresholds data structure occurs.
This will prevent KTM from disabling the features
during deferred init.
