Revert "msm: vidc: Selectively re-allocate ocmem as part of power on"

This reverts commit 687c4e91.
This change was re-allocating ocmem selectively in power on but
it still missed out a particular use-case where it should have allocated
ocmem but did not. Reverting this to move entire ocmem handling from
msm_vidc layer to hfi which will fix all these issues.
