ARM: dts: msm: Add thresholds for APQ8084 to send temperature bands to RPM

Add temperature thresholds for APQ8084 for monitoring temperature
thresholds and send temperature bands to RPM. This will aid RPM
in deciding the number of phases required for CX and GFX rails.
