msm: clock-8084: Add dummy_clk for PIL LPASS device

Some LPASS clocks are required for the non-secure LPASS PIL
to work and they are probed during PIL probe. If they are
not registered in the clock lookup table, then the PIL probe
would fail. Therefore, add those clocks into lookup table.

However, since the non-secure PIL is no longer supported, the
dummy_clk are used instead of the real clocks.
