Revert "Revert "ARM: dts: msm: Update apq8084 cpufreq table""

This reverts commit cd1f078c.

The root cause of the issue with higher bimc rate is found and fixed
on the rpm. Therefore, revert the previous reverted change to support
updated cpufreq table.
