ASoC: wcd9320: Fix gain issue for liquid

Taiko CODEC driver have to enable charge pump for lineout. In addition it
requires configuring CLASS H into a static mode.
In the Liquid platforms external speakers connected via lineout.
The Buck and NCP work in conjunction with the class H controller
to provide the supply voltage for the PAs.
