msm: VPU: Clock frequency and bus bandwidth power optimizations

- Increase clock frequency load threshold values
- Correct bus bandwidth voting to be in bytes instead of bits
- Assume a framerate of 30fps if none is set by client
- Inform RPM of VPU power up only if it exceeds SVS frequencies
