ARM: dts: msm: add gdsc register base to pll for all targets

gdsc state is checked in the pll driver to determine if continuous
splash was enabled in the bootloader. If the continuous splash is
diabled, scm call would not have been made and accessing the pll
registers would crash the device. Pll driver would return with
handoff disabled clk if continuous splash is diabled.
