defconfig: msm9625: Enable VADC and HWMON

VADC peripheral is used by clients to request voltage ADC.
Clients can request pmic die temperature, reference voltage channels
for calibration, temperature of XO thermistor and PA thermistors.

The VADC driver is part of the HWMON interface and provides
userspace clients the ability to request ADC reads through
HWMON sysfs interface.
