mm: cache-pl310-erp: Add suspend/resume hooks.

Adding suspend/resume hooks to disable and enable irq
respectively. Early resume hook will restore the interrupt
mask register which will be lost during suspend.
To fix idle power collapse, the bypass list will ignore the
interrupt enabled.
