slim_ngd: Incorporate power management for NGD slimbus controller 



Slimbus QMI init/exit APIs are used to enable slimbus controller's
communication with counterpart on ADSP.
Slimbus QMI power request APIs are used to convey satellite(NGD)
slimbus controller's power requests.
