ARM: dts: msm: enable panic/robust signalling feature for MSM8939

Panic/robust signalling feature requires to program various LUTs
such as panic or robust LUTs in HW. This change enables panic/robust
signalling feature and configures panic LUT. Programming robust LUT
is not required for 8939. It also configures panic/robust control
offsets for all pipes.
