power: vm-bms: Fix end-of-charge(EOC) reporting at boot-up

BMS does not report EOC at bootup as condition for reporting
EOC will never be true when system boots-up at 100% SOC.
Add additional checks for EOC reporting at boot-up.

While at it add check for reporting EOC to charger if battery
status is 100% and charging.
