ARM: dts: msm: enable/disable OCP across L2 power collapse for 8916

OCP leading to buck stuck in transient state while tuning on the buck if
there is a immediate turn on followed by turn off, to work
around these disable/enable the OCP before and after turning of the buck.
Increase the buck turn on delay to 590us to incorporate the OCP.
Increase the CLK_DIV as well to incorporate more spm delays.
