power: qpnp-smbcharger: Fix DCIN reporting

The DCIN present status was reported based on voltage detected on
the input. Instead simply report present if the input is not under/over
voltage. The DCIN online was reported as long as the DCIN was present
and not disabled by the user. Instead update the code to report online
only when DCIN is found to be the active power path and that charging
is in progress.
