clock-gcc-8994: Change BCR of usb2_hs_phy_sleep_clk

It has been found that the USB2_HS_PHY_ONLY_BCR
asynchronous reset properly resets the USB HS PHY
rather than the USB2_HS_PHY_BCR. This fixes an issue
where some devices fail to reenumerate in high speed
after exiting USB controller and PHY power collapse.
