drivers: soc: qcom: Under SSR wakeup threads waiting for QMI response

QMI Client interface notifies the clients about subsystem restart, but
does not wake any client threads waiting for the response. Hence the
clients waiting for the response are not able to handle the subsystem
restart.

QMI Client interface to wakeup any clients waiting for the response and
cleanup any pending transactions.
