ARM: dts: msm: Add property to remove histogram bandwidth vote

Histogram read and histogram LUT write was delayed in certain
targets requiring additional bandwidth vote on mdss ahb clocks.
It is not required for 8916 and 8939 targets for which this
property will be present in mdss device tree.
