ARM: msm: Add a USB OTG fixed regulator device for MSM8226 MTP and CDP 



Add a fixed regulator device for MSM8226 MTP and MSM8226 CDP
targets which controls MSM8x26 GPIO 67.  This GPIO acts as the
enable signal for the NCP380 USB OTG switch.
