wcnss: Enable Iris XO auto detection for 8x26 platforms

WCNSS platform driver can detect the Iris card attached to it. And
if dynamic XO detection is enabled, then WCNSS driver can configure
the 48MHZ/19.2MHZ Iris XO configuration based on the Iris card
attached to it.
