msm: vidc: Add support for VUI Timing Info

This commit enables the timing_info_present_flag in the VUI of H264
bitstreams so that the FPS might be determined when decoding the stream.
This feature can be enabled by the client by setting the
V4L2_CID_MPEG_VIDC_VIDEO_H264_VUI_TIMING_INFO control.
