ASoC: msm8x16: fix the TCXO shutdown issue

The SCLK is getting enabled twice for each playback,
the sclk is never turned off by the Q6.
Due to this Q6 keeps voting against TCXO resulting
in the failure for the system to go in the TCXO shutdown.
