power: qpnp-smbcharger: add workaround for OTG inrush OCP

There is a bug in the PMI8994 charger that can cause the OTG over
current protection to trip when a device is connected. This is due to
the inrush current being too high for the PMI8994 to handle.

Add a workaround where the charger driver will try to reenable OTG once
per connection to try to avoid the inrush current.
