msm: ipa: workaround for stall due to IPA pipe disconnect

Due to a bug in IPA HW, a BAM pipe cannot be disabled
during sps_disconnect. Doing so changes the direction
of the pipe and leads to IPA HW getting stalled. SPS
driver has added support to not disable a BAM pipe
during sps_disconnect. This change uses that support
for IPA BAM producer pipes. This change also adds back
support to send TAG immediate command during disconnect
procedure.
