ASoC: msm: qdsp6v2: Remove cmd_state from ASM header function

Cmd_state indicates whether the callback has been received
and whether the function should exit wait.
Remove setting of this variable in ASM header because
some functions such as get_session_time need ASM header
but do not need to modify this flag.
