ARM: dts: msm: update APC0 and APC1 CPR parameters for msm8994

Update the step quotient, up threshold, down threshold, and idle
clock cycles CPR configuration parameters for the APC0 and APC1
regulators on msm8994 boards in order to match the latest
hardware documentation.  These parameters control how sensitive
the CPR controllers are to voltage fluctuations and how fast the
CPR controllers operate.
