defconfig: Enable CONFIG_SCHEDSTATS in perf defconfig

CONFIG_SCHEDSTATS enables scheduler to collect vital statistics like
maximum scheduling latency for tasks, which is helpful to analyze
scheduling related issues. Overhead associated with it was found
negligible and hence enabling the feature in perf defconfig files.
