power: qpnp-bms: wake up when SoC changes while battery is full

Currently, the apps processor can be asleep when SoC drops below
the charging resume limit. Change this by setting the good_ocv and
cc_thr interrupts to be wakeable, and configuring the coulomb
counter threshold to be when SoC would change.
