ARM: dts: msm: enable APC0/1 CPR initial voltage scaling for msm8994 



Enable per-virtual-corner CPR initial voltage scaling for the
nominal and turbo fuse corners of VDD_APC0 and VDD_APC1 on both
MSM8994 v1 and v2.
