msm: clock-8610: Add PNOC request to prevent PNOC clk gating

With PNOC gating enabled, there might be some clients who expect
PNOC to be on without voting for it. In this case the votes for
PNOC will be zero but if we switch PNOC off the system crashes.
To prevent this keep a minimal request of 19.2Mhz for PNOC bus
when Apps is not in idle power collapse.
