msm: ipa: teth_bridge: Bug fix in set_aggr_params ioctl

Request BRIDGE_PROD resource before setting aggregation parameters in
set_aggr_params ioctl. Absence of this fix may cause a crash in case IPA
HW clocks are turned off.
