ARM: dts: msm: add boost regulator device for msmsamarium-cdp

Add a fixed regulator device which controls the 5 V boost
regulator found on msmsamarium-cdp boards using PMA8084 GPIO 1.
Add initializations for this GPIO so that VIN = VPH_PWR.
