defconfig: msm8994: Select CONFIG_ARCH_MSM8994_TLBI_WA

MSM8994-R1 has a hardware bug for which the workaround is to
convert all tlbi to tlbi-all in the kernel.
Turn this defconfig option on to enable the workaround.
