arm: dts: Keep LDO4 and LDO14 in normal mode

When FSM9900 BBIF driver enables LDO4 and LDO14, they are switched
to IDLE mode due to the lack of system-load parameter.
Set the system-load parameter above the threshold to
keep both regulators in NORMAL mode.
