usb: usb_bam: Refactored code to support SSUSB BAM

Previously usb_bam didn't support SSUSB BAM for IPA resource
manager and all the required work with USB-IPA pipes.
This change adds basic support for SSUSB BAM assuming
suspend resume support to be introduced in the future.
