USB: dwc3-msm: Add SW workaround for SSPHY suspend bug

There is SSPHY suspend bug due to which USB might enumerate
in HS mode instead of SS mode sometimes during cable disconnect
and connect. Hence workaround it by enabling SSPHY TX block
to use alt bus mode.

Also override RX detect value in SSPHY for detecting longer
cables.
