msm: smd: support SSR of channels in the secondary table

If Subsystem Restart (SSR) occurs, SMD channels in the secondary allocation
table should be reset in an identical manner to that of channels that exist
in the primary allocation table to prevent stale state issues.

Prevent any stale state issues by resetting the SMD channels in the
secondary allocation table during SSR.
