USB: ipa: Add support to use ipa as usb transport

This change is derived from current IPA USB transport to eliminate
need of using SYS2BAM cases, usage of different USB controllers (i.e.
it assumes that only DWC3 controller driver being supported having
DBM hardware for BAM2BAM mode).
