msm: ipa: optimize cpu usage

Use additional interrupt mitigation techniques on top of
aggregation to reduce interrupt frequency. Also, increase
size of buffer pool on LAN (and WAN) input pipes. These
changes improve throughput for WLAN STA to APPS use-cases.
