ARM: dts: msm: Enable max bandwidth limit in msm8939 MDSS

Based on scenarios such as camera use, or flip involved
declare the max bandwidth and per pipe bandwidth settings
in DT and change accordingly based on usecase.
Usecase is identified based on modes and each mode has a
particular maximum bandwidth limit.
