Revert "defconfig: 8909: Enable memory cgroups for msm8909"

This reverts commit 17746291ecb77b9dbccdc87239664102990a8860.

Disabling memory cgroups as slugishness on UI was observed
on enabling it. Also memory cgroups have 1 MB footprint in
memory so we can reclaim that 1 MB by disabling it.
