usb: change minimum VDDCX voltage HSUSB can tolerate to 0.945V 



From 8960 target onwards, HSUSB PHY can operate normally
at minimum of 0.945 VDDCX voltage. Hence change the minimum
operating VDDCX voltage to 0.945V.
