msm: camera: Fix ispif clock rates in msm8916 dts file

ISPIF clock rates are not correct in the dts file. So fix
the ispif clock rates in msm8916 dts file.

Also increase the maximum number of clocks allowed to 24
because ispif has 24 clocks else it will result in an error.
