ARM: dts: msm: Disable secondary USB on MSM8994 CDP

The secondary QUSB PHY has a limitation that prevents it from
going into low power mode, thereby keeping the 1.8V and 3.075V
rails as well as XO clock held on. Let's disable these on CDP
as it impacts power testing, and conversely there are no known
uses of this port that will be affected.
