msm: thermal: Re-evaluate KTM status when core control is re-enabled

KTM re-evaluates cpu offline status once core control is re-enabled.
This will resolve the status being outdated if an external entity
controls core control by disabling KTM core control. It updates
current thermal core status forcibly even if previous state is same as
current state to make sure that thermal core status and actual core
status are in sync.
