ARM: dts: msm: Set minimum CPU DDR vote to 200 MHz for msm8994

Power profiling shows there's no power benefit in running the DDR slower
than 200 MHz. Running the DDR very slow can cause the CPU to take longer to
finish the work and cancelling any power benefit from the slower DDR.
